The Hong Kong Special Administrative Region Government has released its 2025 report on the city’s business environment, highlighting Hong Kong’s enduring strengths amid global uncertainties.
According to the report, Hong Kong continues to rank among the world’s top places for business and investment, robust legal and financial frameworks, low taxes, and international connectivity. The city’s role as a bridge between Mainland China and global markets remains pivotal, with government initiatives and agreements such as CEPA and participation in the Greater Bay Area expanding opportunities for international and Mainland enterprises alike.
Despite global political and economic challenges, Hong Kong’s core competitiveness is strong, particularly as an international financial, trade, and innovation centre. The city’s government has invested heavily in research, infrastructure, and talent attraction, supporting a thriving ecosystem that has seen record numbers of start-ups and new business entrants. Hong Kong’s stability and open market policies are further reinforced by recent national security legislation, contributing to high international rankings in competitiveness, economic freedom, and investment environment.
